Seniority determines an employee's relative standing within their grade/cadre, and it plays a direct — and easily confused — role in how the two Group B promotion routes actually work.

How Seniority Is Determined

Seniority's Role in Group B Promotion — the Key Distinction

70% Selection vs. 30% LDCE
  • 70% Selection is fundamentally a seniority-cum-suitability route: an integrated seniority list of eligible staff governs the zone of consideration, and the panel is arranged largely in seniority-within-qualified order after the CBT and assessment of record.
  • 30% LDCE is a purely competitive route — seniority in the feeder grade is explicitly NOT a criterion; the panel is drawn strictly in order of merit from the CBT, regardless of how senior or junior a candidate is relative to others in the feeder grade.
  • This is one of the most heavily tested distinctions on this platform's own subject matter — a candidate could top the LDCE merit list while being junior-most in seniority, and still get the panel position on merit alone.

Exam Focus
Directly relevant to this exam itself: memorize that seniority governs 70% Selection's zone-of-consideration and final panel order, but plays NO role in 30% LDCE, which is decided strictly by CBT merit. This is a high-frequency question pattern.

Draft note, self-authored for the platform skeleton. The Selection-route and LDCE-route distinction is grounded in the platform's own research brief (Section 5); general seniority-determination mechanics beyond that are not yet cross-checked against a specific consolidated seniority rules circular — verify before treating as exam-final.
