This reference article brings together the main pay and allowance components a Railway employee should be able to look up quickly: the 7th CPC pay matrix, Dearness Allowance, House Rent Allowance, and Travelling Allowance.
Pay Matrix Basics
- The 7th CPC Pay Matrix organizes pay into Levels (1 to 18), each with a series of Cells representing successive stages of pay within that Level.
- On promotion, pay is fixed at the Cell in the target Level that gives at least one increment's benefit over current pay, as per defined fitment rules.
- Annual increments are granted uniformly on 1st January or 1st July, based on the employee's date of appointment/promotion.
Dearness Allowance (DA)
DA is paid to offset the impact of inflation on an employee's pay, revised twice a year (typically effective January and July) based on movement of the All India Consumer Price Index. DA also serves as the trigger for periodic HRA revisions.
House Rent Allowance (HRA)
City Classification
- X class — largest metro cities, highest HRA percentage.
- Y class — mid-sized cities, middle HRA percentage.
- Z class — all other locations, lowest HRA percentage.
Travelling Allowance (TA)
- Tour TA — fare plus Daily Allowance or actual lodging/boarding, for short-duration official journeys.
- Transfer TA — fare for self and family plus a composite Transfer Grant, for permanent transfers.
- Both TA entitlement and DA rate are graded by the employee's pay level.
